Title VI and Environmental Justice stem from the 1964 Civil Rights Act stating that “No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” Title VI bars intentional discrimination as well as disparate impact discrimination (i.e., a neutral policy or practice that has a disparate impact on protected groups). Other related rules and acts include Executive Order 12898 regarding environmental justice in minority and low-income populations; Executive Order 13166 regarding access to services for people with limited English proficiency; as well as the Americans with Disabilities Act.
The Lexington Area Metropolitan Planning Organization (MPO) is committed to a policy of non-discrimination in the operation of its programs and services without regard to race, color and national origin as well as age, gender, disability or sexual orientation. Additional information on the MPO’s Title VI obligations is outlined in the Participation Plan above.
Any person who believes that he or she, individually, or as a member of any specific class of persons, has been subjected to discrimination by the MPO and its activities is encouraged to report a complaint using the procedure below.
