Public Notification of Amendments to LAMPO’s Transportation Improvement Program and Metropolitan Transportation Plan.

The Lexington Area Metropolitan Planning Organization (LAMPO) is conducting a 15-day public comment period for Amendment 2 to the Lexington Area 2045 Metropolitan Transportation Plan (MTP) and Amendment 3 to LAMPO’s Fiscal Year 2021 – 2024 Transportation Improvement Program (TIP). 

There are 2 projects being proposed as additions to the MTP and TIP: the High Street Corridor Safety and Mobility Improvements Project and the Richmond Road Restricted Crossing U-Turn (RCUT) Project.

  1. The High Street project includes the reconstruction of portions of Manchester, High, and Patterson Streets. The proposed project will address safety and multimodal access along these streets, and build an off-road trail parallel to Oliver Lewis Way. The anticipated project cost is $32.75 million. MPO staff expect sufficient resources to be available during the lifetime of the MTP; at that point the project will be added to the 4-year Transportation Improvement Program.
  2. The Richmond Road RCUT project is being considered at the request of the Kentucky Transportation Cabinet. The proposed project is to install RCUT intersections along Richmond Rd / Athens Boonesboro Rd from Yorkshire Blvd down to the Brenda Cowan Elementary School entrance. These RCUTs will reduce vehicular conflict points, enhance safety, and improve traffic flow. A shared use trail will also be built from Yorkshire Blvd to Hays Blvd. This will make it safer and more comfortable to bike and walk in the area. Lastly, Aphids Way will be re-aligned at Old Richmond Rd. This will involve minor widening of the road. The Richmond Road RCUT amendments propose committing $8,340,000 of federal funding to the project. This would cover the cost of acquiring right of way, relocating utilities, and actual construction. These amendments also commit $760,000 of state funds to the project. The anticipated completion date for the project is September 2024.
Public comment on all of these amendments will be accepted July 28, 2022 through August 11, 2022.

The LAMPO Transportation Policy Committee (TPC) is scheduled to consider approval of these proposed MTP & TIP amendments during their regularly scheduled meeting on Wednesday August 24, 2022 at 1:30pm in the Lexington Fayette Urban County Council Chambers.

LAMPO is the transportation planning agency for Fayette and Jessamine County. The MTP lists projects for achieving transportation goals in the region over a 25-year period. The TIP is a shorter-term list of projects with a four year timeline. Projects in the TIP are ready for some stage of implementation and also have a formal commitment of funding in the next four  years. Projects that need to use federal funds or are considered by LAMPO to be regionally significant must be included in both the MTP and TIP before they are implemented.
