Any person who believes that he or she, individually, or as a member of any specific class of persons, has been subjected to discrimination by the MPO and its activities is encouraged to report a complaint using the resources listed here.

Title VI and Environmental Justice stem from the 1964 Civil Rights Act. The Act states, “No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” Title VI prohibits intentional discrimination. It also prohibits disparate impact discrimination. This means a neutral policy or practice that has a disparate impact on protected groups.  Other related rules and acts:
  • Executive Order 12898 about environmental justice in minority and low-income populations
  • Executive Order 13166 about access to services for people with  limited English-speaking skill
  • Title II of the Americans with Disabilities Act (ADA)
The Lexington Area MPO commits to a policy of non-discrimination. This means we operate our programs and services without regard to race, color and national origin. Also age, gender, disability or sexual orientation. More information on the MPO’s Civil Rights and Title VI obligations are outlined in the MPO’s Participation Plan. The Title VI Program Plan outlines how the MPO will provide equal access to the transportation planning process. It spells out how our policies and programs are non-discriminatory. Also that MPO activities will not have a negative impact on low-income and other protected individuals.
